Shri V Karthikeyan Pandian was born on 29 May 1974 in Kottampatti in Madurai district of Tamil Nadu. He studied in Vellalapatti and Neyveli and completed his bachelor’s degree in agriculture from the Agricultural College Research Institute in Madurai. After obtaining a master’s degree from the Indian Agricultural Research Institute, Pusa, New Delhi, he was selected in the Indian Revenue Service in 1999 and then as an Indian Administrative Service officer in the Punjab cadre through the civil services examination in 2000. He was then transferred to the Odisha cadre on a spouse basis.

He is married to a fellow IAS officer of the 2000 batch Sujatha Rout Karthikeyan, who is an Odia. She was the head of Mission Shakti, Odisha’s flagship SHG group project with 7 million members. Pandian began his career as an IAS officer in 2000, at post-cyclone Odisha. In 2002, he was appointed Sub Collector of Dharamgarh in Kalahandi district. Pandian took voluntary retirement from his bureaucratic role and was appointed as Chairman of 5T with cabinet minister rank. On 27 Nov 2023, Pandian formally joined the Biju Janata Dal.
